Administrator Chandler explained that staff is recommending <br />the second lowest bidder after checking the references given by <br />the lowest bidder, Coast to Coast Janitor Service. Two out of <br />the three referenced firms were satisfied with the services they <br />had received, but the third reference was the Health Department, <br />who had just discontinued the service partially because they were <br />dissatisfied with the way the clinic was being kept. Their work <br />now will be done in-house. <br />Considerable discussion ensued regarding the pros and cons <br />of contracting for custodial services with an outside source <br />versus doing the custodial work inhouse with County personnel. <br />General Services Director Sonny Dean advised that staff did <br />a comprehensive cost study on this a couple of years ago, and it <br />came out that it was only slightly lower to go out for services. <br />His recommendation is that we go with inhouse personnel for this <br />building and the Courthouse and contract out for all the other <br />buildings. <br />Commissioner Scurlock suggested that next year we do a <br />comprehensive analysis on using outside services versus using <br />inhouse services for all buildings. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously awarded <br />IRC Bid #91-6 to Superior Building Service for <br />$109,012.80, as set out in the above staff <br />recommendation, and directed staff to prepare a <br />comprehensive analysis for next year. <br />CONTRACT IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />0 1990 11 � <br />BOOK L <br />
