F Nov G 1930 <br />PROPOSED DEVELOPMENT AND LOCATION: <br />McQueen and Associates has submitted a major site plan and special <br />exception application on behalf of the Indian River County <br />Utilities Department to construct a warehouse at 190 27th Avenue. <br />This is the site of the Old Ixora Park sewage treatment plant; the <br />site is currently being used by the Utilities department for a <br />staging area and storage yard. This warehouse construction would <br />permit materials on site.to be stored inside and is considered to <br />be -an expansion of an existing limited utility use. The subject <br />property is zoned RS -6, which requires special exception approval <br />for a limited utility use. Application for site plan and special <br />exception use approval was submitted August 3, 1990. This project <br />is therefore being reviewed and approved under the County's old <br />land development regulations. <br />The Board of County Commissioners is to approve, approve with <br />conditions, or deny the utility warehouse (limited utility use) <br />special exception use request. Pursuant to Section 25.3 of the <br />Zoning Code, Regulation of Special Exception Uses, the Board of <br />County Commissioners is to consider the appropriateness of the <br />requested use based on the submitted site plan and the suitability <br />of the site for that use. The County may attach any conditions <br />and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />At its October 11, 1990 meeting, the Planning and Zoning Commission <br />recommended unanimously (4 - 0) that this special exception use be <br />approved with the condition that additional buffering be done on <br />the east and west sides of the project. It should be noted that <br />the Planning and Zoning Commission approved the major site plan <br />application subject to the Board's approval- of the special <br />exception use. Thus, if the Board approves the use, the major site <br />plan will be "automatically" approved. <br />ANALYSIS: <br />1. Size of Development Area: 3.36 acres or 146,221 sq. ft. <br />2. Zoning Classification: RS -6 Residential Single Family <br />District (up to 6 unit per acre) <br />3. Land Use Designation: L-2 Low Density Residential (up to 6 <br />units per acre) <br />4. Building Area: 3,600 sq. ft. <br />5. Total Impervious Area: 33,908 sq. ft. <br />6. Open Space Required: 40% <br />Provided: 76% <br />7. Traffic Circulation: The project will utilize an existing 22' <br />wide driveway to access 27th Avenue. <br />8. Off -Street Parking Required: 11 spaces <br />Provided: 15 spaces <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department, and a Type "A" <br />stormwater permit has been issued. <br />10. Landscape Plan: The landscape is in conformance with <br />Ordinance #84-47. <br />32 <br />
