THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />passed by a 3-2 vote, Commissioners Eggert and Bowman <br />dissenting. <br />Discussion took place on having a traffic signal at the <br />crossing by Scotty's in Vero Beach to relieve the congestion at <br />the 23rd Street crossing by the Community Center, but Director <br />Davis advised that the DOT won't approve signalization at a <br />3 -stop intersection. <br />FLEET MANAGEMENT SITE ASSESSMENT & SOIL DISPOSAL <br />The Board reviewed the following memo dated 10/30/90: - <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Fleet Management Site Assessment and Soil Disposal <br />REF. LLTM: James Carter, Hydrogeologist, Groundwater <br />Technology, Inc. to Don Turner dated 10/23/90 <br />DATE: October 30, 1990 FILE: soil.agn <br />DESCRIPTION AND CONDITIONS <br />As requested by the Florida State Department of Health and <br />Rehabilitative Services, the Fleet Management Division is <br />removing old abandoned underground fuel storage tanks and <br />contaminated soil located .at the Fleet Management facility <br />on South Gifford Road. To comply with proper abandonment <br />procedures, a hydrogeologist must perform a series of <br />groundwater quality tests and monitor the work. In <br />addition, all contaminated soil must be sent to an approved <br />landfill or thermally treated. The nearest approved <br />landfill willing to accept this material is in Kissimmee <br />(Osceola County) at a cost of $38/ton (not including--- <br />transportation). - <br />ALTERNATIVES AND ANALYSIS <br />Staff has researched the qualified groundwater monitoring - <br />companies in the area and is aware of only one company, <br />Groundwater Technology Inc., within a 50 mile radius. This <br />company has submitted a proposal to monitor the work, <br />Perform field and laboratory tests, and prepare a final <br />report to document proof of tank and soil disposal (copy <br />attached). The cost of the work is $4,410. In addition, <br />the Company will thermally treat contaminated soil for <br />$21.60 per ton. <br />NOV 61990 57 <br />BOOK 81 <br />
