NOV 61990 <br />BOOK 81 Ft1GE 855 <br />RECOMMENDATION AND FUNDING <br />Staff recommends that the proposal to grant a new crossing for <br />westbound CR512 for the closing of two existing crossings be <br />accepted by Indian River County. Staff further recommends that <br />the two crossings to be closed be Bay Street in Roseland and 87th <br />Street. Closing these two crossings would result in very little <br />inconvenience as there are very close parallel streets that cross <br />the Florida East Coast Railroad and as such the increased length, <br />time delay, and inconvenience would be very minimal for the <br />closing of the two crossings. <br />No funding source is required at this time. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, that the Board accept, under <br />protest, the FEC's proposal to grant a new crossing for <br />westbound CR -512 for the closing of two existing <br />crossings, as set out in the above recommendation. <br />Under discussion, Chairman Eggert was opposed to giving up <br />the Bay Street crossing in Roseland because it serves as a <br />secondary entrance to Humana Hospital Sebastian. She was <br />concerned about access to the hospital if an accident happened at <br />CR -512 and Roseland Road, but Director Davis advised that we are <br />planning to expand that intersection, and he believed an <br />emergency vehicle could go around any wreck at that intersection <br />because that corner is not encumbered with trees, etc. <br />Commissioner Bowman had a big problem in giving up any <br />crossings, because we are going to need all of them in the <br />future. She knew that once we give one up, we will never get it <br />back from the FEC. She also was upset about going through the <br />DOT to negotiate with the FEC. <br />Director Davis pointed out that a move is afoot with the FEC <br />and the DOT to have all counties inventory their crossings to get <br />rid of those with low traffic volume, and Attorney Vitunac felt <br />we should give up the Bay Street crossing now while we still can <br />get something for it. <br />56 <br />
