NOV 2 7 199 13��14 8 PAGE 1 <br />include the Town of Indian River Shores if they at some point <br />realize the benefit of participating in the district. <br />Attorney Vitunac advised that all we would have to do is <br />repeal the ordinance and put the service under the county, and it <br />is done in a matter of 2/3 weeks. <br />Commissioner Scurlock wished to be sure that we have built <br />in enough flexibility to be able to include them in the District <br />some time, but Attorney Vitunac explained that we are not in- <br />cluding them in the District - the District would disappear and <br />it would become a County department. If you want to expand the <br />District and make it countywide, you would have to go through a <br />referendum, and you would have to have a countywide ordinance <br />approved by all the cities allowing the Shores to come in, and <br />then you would have to have a referendum just in the Shores for <br />the taxing power. <br />Commissioner Scurlock commented that he believes the <br />District, if it passes, will be here for a long time. The inptit <br />he has gotten from the municipalities is that they feel the <br />structure of the District provides them with a better level to <br />voice their concerns through the Advisory Committee. He does <br />feel that the Advisory Committee is a really integral part of all <br />this, and he would prefer to be able to add the Shores rather <br />than abolish the District. <br />Director Wright stressed that he did not want the Board to <br />feel that staff is underestimating the magnitude of the job ahead <br />of us to educate the public and explain what we are trying to <br />accomplish - the benefits - the millage - etc. For this purpose, <br />they are developing a brochure that will set this out clearly in <br />laymen's terms. They will be distributing this brochure and also <br />will have a speaker's bureau arranging dates to address different <br />groups. <br />Commissioner Scurlock noted the actual budget could be <br />stated to be more or less an upside type of budget.
