McCo ` ���� <br />Staff Planners Current Development <br />DATE: November 19, 1990 <br />SUBJECT: Florida Power and Light's (FPL) Request for Special <br />Exception Approval for a Radio Transmission Tower <br />SP -MA -87-12-112 <br />It is requested that the data herein presented be given formal <br />consideration; by the Board of County Commissioners at its regular <br />meeting of December 4, 1990. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />Florida Power and Light has submitted a request for minor site plan <br />and special exception approval for a 240' radio transmission tower <br />located at 8625 55th Avenue. The subject property is zonled IL, <br />which requires special exception approval for a radio tower. The <br />tower will provide Florida Power and Light a better ability to <br />communicate with service trucks within the Indian River County <br />service area. As this project application was submitted for review <br />prior to adoption of the new LDRs on September 11, 1990, it is <br />being reviewed under the old LDRs. <br />The proposed tower will be 240' in height with a designed fall <br />radius of 118'. Obtaining a fall radius less than one hundred ten <br />(110) percent of the height of the tower will be accomplished (and <br />is permitted in the county's regulations) by designing the tower to <br />collapse rather than fall intact to any one side. <br />The Board of County Commissioners is -to approve, approve with <br />conditions, or deny the special exception use request. Pursuant to <br />Section 25.3 of the Zoning Code, Regulation of Special Exception <br />Uses, the Board of County Commissioners is to consider the <br />appropriateness of the requested use based on the submitted site <br />plan and the suitability of the site for that use. The County may <br />attach any conditions and safeguards necessary to mitigate impacts <br />and to ensure compatibility of the use with the surrounding area. <br />At its October 25, 1990 meeting the Planning and Zoning Commission <br />recommended unanimously (5-0), that the Board of County <br />Commissioners grant special exception approval for FPL's, radio <br />transmission tower. The minor site plan has been approved by the <br />Technical Review Committee subject -.to approval of the special <br />exception use by the Board of County Commissioners. Thus, if the <br />Board approves the use, the minor site plan will automatically be <br />in effect. <br />10 <br />M M M <br />
