Is Request for Special Exception Use <br />Approval for an Airstrip <br />SP -MI -90-10-63 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 4, 1990. <br />DESCRIPTION AND CONDITIONS: <br />Evans Properties Inc. has submitted a request for special exception <br />use approval for an airstrip to be located in the A-1 Zoning <br />District. The subject airstrip will be located 10 miles west of I- <br />95, 3.5 miles south of S.R. 60, 2.5 miles north of the Florida <br />Turnpike. The applicant intends for the airstrip to serve as <br />auxiliary landing facilities for private crop maintenance aircraft <br />for the surrounding on-site agricultural grove. This application <br />has been filed to legally recognize the airstrip which has been <br />existing on-site for some time. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as to <br />number, area, location, and/or relationship to the vicinity, such <br />uses would not adversely impact the public health, safety,comfort, <br />good order, appearance, convenience, morals and general welfare and <br />as such would be compatible with permitted uses within the <br />particular zoning district. In granting any special exception, the <br />Board may prescribe appropriate special conditions and safeguards <br />to ensure that the use is compatible with surrounding uses in the <br />district. <br />The Planning and Zoning Commission, at its October 25th meeting, <br />voted unanimously (5-0, two members absent) to recommend that the <br />Board of County Commissioners grant special exception use approval <br />for the project. <br />The Planning and Zoning Commission also granted site plan approval <br />for the airstrip, subject to the Board granting special exception <br />use approval. <br />A complete application was submitted and reviewed prior to the <br />September adoption of the new land development regulations (LDR's). <br />Thus, this application has been reviewed, and should be considered, <br />under what is now the "old" land development regulations. <br />20 <br />
