ANALYSIS: <br />1. Parcel Size: 2,105 acres <br />2. Zoning Classification: A-11 Agricultural <br />3. Land Use Designation: AG, Agricultural <br />4. New Impervious Surface (Airstrip): None - the airstrip will <br />be grass and not an impervious surface. <br />5. Open Space Provided: 100% of site <br />(grove and grass airstrip). <br />6. Environmental Concerns: As the site is in an— active <br />agricultural use, it is exempt from the requirenCent to <br />preserve on-site native vegetation. No additional clearing is <br />proposed. <br />7. Traffic Circulation: No formal roadways are proposed. <br />Existing grove access roads will be used. <br />8. Stormwater Management: No Indian River County Stormwater <br />Permit is required. The airstrip falls under the <br />classification of the grove's St. Johns Water Management <br />District Permit for the grove as a whole; no permits are <br />required. <br />9. Specific Land Use Criteria - Special Exception Use: Airports <br />and airstrips. [25.1(r)(1)] <br />1. Evidence shall be furnished of the acquisition of <br />property rights over all land at the ends of all runways <br />where the required glide path of aircraft, for the class <br />of the airport, is thirty-five (35) feet or less <br />elevation from the ground. ' <br />2. All buildings and structures shall be at least thirty <br />(30) feet from the property line. <br />3. All airport drives and parking areas shall have a paved <br />surface pursuant to Section 24(f)(1) or (2). This shall <br />not apply to airstrips. <br />4. All applicable FAA and state regulations shall be met. <br />5. Letters from appropriate fire and rescue agencies shall <br />be submitted ensuring that protective services can be <br />provided at an adequate level. <br />In staff's opinion, the project as proposed conforms with the <br />requirements outlined in the applicable land use criteria. <br />Pursuant to ordinance requirements, any and all FAA and FDOT <br />permits, approvals or exemptions shall be obtained prior to <br />site plan release. <br />10. Surrounding Land Use and Zoning: <br />North: A-1, Agriculture/Active Agricultural Grove <br />South: A-1, Agriculture/Active Agricultural Grove <br />East: A-1, Agriculture/Active Agricultural Grove <br />West: A-1, Agriculture/Active Agricultural Grove <br />RECOMMENDATION: <br />Staff recommends the Board of County Commissioners grant special <br />exception use approval for the existing airstrip. <br />
