Commissioner Scurlock explained that there has been on-going <br />dialogue in terms of the reuse line that is privately owned by <br />Lost Tree and John's Island Country Club to try to legitimize <br />that particular situation. A former mayor of Indian River Shores <br />permitted that line when it was a State bridge without any <br />involvement of the County, and it has come to our attention that <br />this project poses some difficulty with the County in terms of <br />liability and maintenance. What will come out of all of this is <br />a permit issued by the County that legitimizes this, establishes <br />insurance requirements and procedures to work on the right-of-way, <br />etc., so that both the Club and the County are protected. <br />Darrell McQueen, local engineer, advised that just yesterday <br />drawings for the as-builts were given to the Club and the Club's <br />attorney along with an application for a permit to construct a <br />non -franchise utility in public rights-of-way. After they have <br />reviewed the drawings and application, the application will be <br />submitted. In addition, their contract with the Club includes <br />looking at the capacity of the well field, the capacity of the <br />line, and the condition of all of them, and give recommendations <br />on that. One recommendation will be to paint the line. The line <br />has been in there close to 20 years, and was put in when the <br />bridge was built. They also will be looking for leaks at some of <br />the joints on the lines. There is some slippage in the bridge, <br />and they will be looking at that to see if any adjustment needs <br />to be done to the pipes. Mr. McQueen advised that part of that <br />line was put under pressure about 6 years ago. Up until then, <br />the only pressure was the water moving through the line. <br />Presently, it operates under a pressure of about 65 psi, and they <br />will be looking at the possibility of taking that off of a <br />pressure system and letting it go back to a home demand. One of <br />the key benefits to that is that in the event of a line breakage <br />in the road, any leakage wouldn't go completely undetected until <br />someone saw <br />the undermining of the road. <br />They will be <br />looking <br />at <br />® C <br />q �y <br />4 IJ <br />31 <br />[dUC�K <br />f,i <br />
