BOOP( K, <br />F� GE <br />The estimated cost of the repairs is $300,000. The County <br />Road and Bridge Division does not have the equipment needed <br />to conduct this repair work. Staff has contacted the DOT <br />District IV Bridge Division (Mr. Ralph Level) and a list of <br />DOT approved contractors is available for County use. <br />The more costly items are replacement of the timber fender <br />system protecting the bridge piers and painting the utility <br />lines on the bridge. The Johns' Island Country Club owns <br />the water line attached to the bridge. <br />Public Emergency <br />The need for replacement of the entire fender system <br />places the bridge at risk; therefore, time is a <br />critical factor. <br />ALTERNATIVES AND ANALYSIS <br />The Road and Bridge Division has $700,000 budgeted in the <br />1990/91 budget for bridge improvements. These funds are to <br />replace the 20th Avenue bridge over the South Relief Canal <br />and the 43rd Avenue Bridge over the Main Relief Canal,. <br />Design is complete to replace the 20th Avenue Bridge. The <br />Wabasso Causeway Bridge repair work is necessary and should <br />be done as soon as possible. The following alternatives are <br />presented: <br />Alternative No. 1 <br />The firm that originally designed the Wabasso Causeway <br />bridge is Post, Buckley, Schuh, and Jernigan, Inc., <br />Miami, FL. This firm can prepare plans and <br />specifications for bidding the repair work. Staff has <br />requested a fee proposal for this firm to furnish the <br />County plans(using timber and/or concrete piling) and <br />specifications to accomplish bidding the work. <br />A Contract between Indian River County and Post, <br />Buckley, Schuh, and Jernigan, Inc. would be submitted <br />to the Board of County Commissioners for consideration <br />at a future date. Funds for engineering are budgeted <br />in Road and Bridge Fund 111-214(1990/91 FY Budget). <br />Once bidding is complete, we can assess our funding and <br />reconsider whether the 43rd Avenue bridge be replaced <br />this year or delay it until FY91/92. Staff also <br />suggests contacting the owner of the water main to <br />request funding for painting the pipe and hangers. <br />Alternative No. 2 <br />Advertise for consultants and competitively select an <br />engineering firm to perform the work of preparing plans <br />and specifications for bidding. This will delay the <br />work by approximately two months and may result in a <br />firm not familiar with the bridge designing repair <br />work. <br />AND FUNDING <br />Alternative No. 1 is recommended whereby a proposal from <br />Post, Buckley, Schuh, and Jernigan, Inc. is obtained to <br />prepare plans and specifications for the repair work. An <br />engineering services contract will be prepared and placed on <br />a future Board meeting agenda for formal approval. <br />30 <br />
