RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners transmit this request to amend the land use <br />map from commercial to L-2 to the DCA for their review and announce <br />their intention to hold a final public hearing concerning this <br />matter. <br />Chairman Eggert opened the Public Hearing and asked if <br />anyone.wished to be heard in this matter. There being none, she <br />closed the Public Hearing. <br />Community Development Director Robert Keating noted that the <br />most important Comp Plan policy that the Board will be hearing <br />about every time we do a Comp Plan amendment request is Future <br />Land Use Policy.13.3 which establishes the criteria for amending <br />the plan. Basically, one of three findings have to be made in <br />order to amend the plan. It has to be shown that there was an <br />oversight in the approval plan that warrants the change; that <br />there was a mistake in the approval plan; or that circumstances <br />have changed substantially since the plan was approved. <br />According to the adopted plan policies, those are the only three <br />criteria that can justify a land use change. <br />in this case we <br />DEC <br />111990 <br />, o, <br />.N- <br />
