POOK <br />DEC I 11990", <br />Utilities and Services <br />The site is within the urban service area of the county, and County <br />water lines extend to the site; however, sewer lines do not extend <br />to the site. <br />Transportation System <br />The property abuts Old Dixie Highway to the east and 14th Place <br />S.W. to. the north. Old Dixie Highway is classified as a collector <br />road on the future roadway thoroughfare plan map. This segment of <br />Old Dixie Highway is a two lane paved road with approximately 35 <br />feet of existing public road right-of-way. 14th Place S.W. has a <br />local road classification and has approximately 50-60 feet of road <br />right-of-way and is a two lane paved roadway. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential, impacts on surrounding areas, <br />potential impacts on the transportation and utility systems, and <br />any significant adverse impacts on environmental quality. This <br />section will also consider alternatives,for development of the <br />site. <br />Compatibility with Existing Services and Facilities <br />This site is located within the county Urban Service Area (USA), an <br />area deemed suited for urban scale development. The comprehensive <br />plan establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid waste, Drainage and Recreation. The adequate <br />provision of these services is necessary to -ensure the continued <br />quality of life enjoyed by the community. The comprehensive plan <br />also requires that new development be reviewed to ensure that the <br />minimum acceptable standards for these services and facilities are <br />maintained. <br />Transportation <br />A review of the traffic impacts that would result from the <br />development of the property indicates that the existing level <br />of service "C" or better would not be lowered. A typically <br />high traffic generator type of development which could be <br />built in the CH district is estimated to generate less than <br />535 trips per day. The actual number of trips would depend on <br />the total square footage and the exact mix of uses. A <br />standard two-lane road can accommodate approximately 13,000 <br />trips per day. Based upon a staff analysis, it was determined <br />that Old Dixie Highway and other roadways serving the project <br />can accommodate the additional trips without decreasing their <br />existing levels of service. A more detailed review of <br />transportation impacts will be required as part of the <br />development review process. <br />- Utilities <br />The site is within the urban service area, and there are water <br />lines available to the site. Wastewater lines, however, are <br />not available at this time. Water service capacity is <br />available at this time; however, wastewater service capacity <br />is not available. <br />Since no ERU's for water and wastewater have been reserved as <br />yet, the applicant must enter into a developer's agreement <br />with the county which states that the developer agrees to <br />expand county facilities or pay for their expansion --to meet <br />the needs of his development. This agreement must be signed <br />prior to final consideration of this item by the Board of <br />County Commissioners.
