Community Development Director Robert Keating explained that <br />this particular block on Old Dixie Highway is very unusual in <br />that there is not one conforming use on the entire block. Since <br />it was zoned RS' -6 when staff was doing the new Comp Plan, it was <br />given a LD -2 land use designation like all the -land there which <br />is consistent with everything else in Dixie Heights Subdivision. <br />However, there is one undeveloped lot on the block that can be <br />used only for a single-family detached unit under the RS -6 <br />zoning. When staff applied the 3 criteria for a land use change <br />under Policy x.3.3 they felt there was an oversight in the <br />initial Comp Plan preparation in that it really doesn't give an <br />opportunity to develop that one small lot on Block U. Staff <br />realized that it wouldn't be appropriate to designate just the <br />0.32 acres, so they looked at redesignating the entire block. <br />The PSZ Commission went along with changing the entire <br />designation on the entire block, and the advertising for the <br />public hearing was changed to include the entire block. <br />Concurrency requirements have been met with the exception of a <br />developer's agreement for utilities and the payment of 50. Since <br />it was an oversight, staff recommends approval. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. There being none, she <br />closed the Public Hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />the transmittal of the Stikelether request to amend <br />the land use map by expanding the Commercial/Industrial <br />area between Old Dixie Highway and U.S. #1 from the <br />South Relief Canal to the south county line Commercial/ <br />Industrial corridor area to 202± acres by including <br />1.20± acres, and announced their intention to hold a <br />final public hearing concerning this matter, as <br />recommended by staff. <br />DEC 11 `990 <br />121 L",s� �5 <br />POOx <br />
