Commissioner Wheeler noted that although he was one of the <br />supporters of accreditation in the beginning, he concurred with <br />Commissioner Scurlock's remarks because he now understands that <br />the program was not done in the way it was described and a lot of <br />personnel was used full time. It is very hard to measure those <br />costs in salaries and time lost from other duties. Last year we <br />experienced salary increases, and now he is hearing numbers as <br />high as a million dollars a year for implementing this program. <br />He believed it is overall a good program, but with cutbacks all <br />over the state, sometimes services increase to the point where we <br />can't afford to pay for them. <br />Commissioner Scurlock continued to express his problem with <br />the fact that although the Commission has not been involved in <br />this process at all, we will have to pay for it. He did not <br />think we have had any workshops or any dialogue about this at <br />all; he was not for this in the beginning and he remains uncon- <br />vinced. He also understood that there are some other agencies <br />that now aren't quite as happy with the process as might have <br />been suggested earlier. <br />Commissioner Wheeler asked Capt. Gary Getchell about the <br />financial aspects involved and if he could put a price on the <br />cost to implement the total program. <br />Capt. Getchell advised that the actual program itself is in <br />place and everything is ready to go, but as far as the actual <br />dollar figure, he does not have that in front of him now. <br />Commissioner Scurlock asked what the purpose of the public <br />hearing is if the program already has been implemented, and Capt. <br />Getchell advised that the public hearing is something the Commis- <br />sion itself conducts not the Department. <br />Chairman Eggert requested that Capt. Getchell clarify just <br />what Commission he is referring to as it is not the County <br />Commission, and Capt. Getchell advised that the hearing is <br />conducted by the Commission on Accreditation for Law Enforce- <br />ment. <br />The local police have nothing to <br />do with it other than <br />OJEC <br />111990 <br />15 <br />F A �� <br />
