With those exceptions, they can be distributed. <br />Mr. Koolage noted that he has protested to these publica- <br />tions; in fact, he wrote them certified letters, but still has <br />the papers thrown on his property. He felt it is a shame to have <br />these lying around cluttering up the neighborhoods and urged that <br />the Board adopt a strong ordinance that is very specific. <br />Chairman Eggert commented that although she realized we have <br />a penalty section in our Code, she was concerned that if someone <br />wanted a copy of this handbill ordinance, nowhere in it is the <br />penalty set out. <br />Attorney O'Brien explained how much duplication there would <br />be and how many additional identical sections that would cause. <br />He suggested that possibly we could have a stamp made up that <br />could be used whenever we send out this ordinance. <br />Chairman Eggert felt if we pass this ordinance, it would be <br />nice if we sent a copy of it out to the people who are concerned <br />in the distribution of these type publications. <br />Attorney Vitunac suggested that it would be a good idea for <br />the County Attorney write a letter to all the advertisers we know <br />of and make them aware of the penalty. <br />Chairman Eggert agreed but liked the idea of a stamp also. <br />She determined that no one else wished to be heard and closed the <br />public hearing. <br />Attorney Vitunac advised that they will leave out the <br />reference to "carting." <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously adopted <br />Ordinance 90-27 regulating the distribution of <br />handbills with the deletion of the language <br />described above. <br />EC 111990 23 E~oor{rQ <br />F �,, If <br />
