They are looking at a number of objectives <br />here - not only the total number of units, but also protecting AG <br />areas, preserving native vegetation, efficient allocation of <br />services, etc. <br />Commissioner Wheeler continued to stress the need for <br />flexibility and felt it seems the DCA wants a plan that is too <br />exact. <br />Chairman Eggert believed they agreed to take out a <br />percentage for the infrastructure so there is some flexibility. <br />Commissioner Scurlock commented that the issue is confusing, <br />and the more he has thought about it, he believed he did not <br />understand originally that the DCA is not mandating higher <br />densities - what they are saying is that you have too much in <br />your inventory for reasonable buildout. They are not saying you <br />have to raise your densities in the Urban Service Area - they are <br />identifying that with the densities we have proposed, we have <br />substantial land to be developed and they are saying that <br />inventory should be consumed considerably before we want you to <br />come back. In other words, their thinking is that by the year <br />2010 there is no realistic expectation by us or by them that we <br />are going to consume the land within our service areas, and he is <br />coming around to their thinking on that. <br />Commissioner Wheeler argued that they have put areas in and <br />taken areas out that potentially very easily could be in our <br />service areas. He contended that they are taking the choice away <br />from people of where they want to live. <br />Commissioner Scurlock felt they would be willing to trade <br />off, i.e., if you see development occurring in a particular area <br />that is fine, but just reduce and move your boundary in in other <br />areas where it is not not going to occur; however, just put so <br />much in the inventory. <br />Commissioner Bird wished to know if we adopt this plan, <br />whether it is possible to take a large parcel of land in this <br />50 <br />- M M <br />
