There are, <br />however, already a lot of existing 5 acre parcels out there, <br />particularly in the Fellsmere area. <br />Commissioner Scurlock stressed that they are just saying <br />don't move on the other side of the boundary until you consume <br />the land within your Urban Service Area, and Chairman Eggert <br />believed they are saying, in effect, don't "hop scotch." <br />Corrmissioner Bird stated that he would be very surprised if <br />they have been that strict and that consistent over 67 counties <br />in Florida. <br />Director Keating commented that he can say that consistency <br />is not their strong point, and the only way they justify it is <br />saying that you are different; the conditions are not the same. <br />Commissioner Bird continued to stress that land costs for <br />creating 5 acre tracts within the urban service areas would be <br />prohibitive, and also it is not true rural living, and Director <br />Keating continued to try to explain DCA's statewide perspective. <br />Commissioner Scurlock felt the answer is that depending on <br />the color on the map and which side of the boundary you are on, <br />it is feast or famine, and that's the history of the land <br />development business. <br />Commissioner Bird continuedtoexpress his concern about <br />eliminating a certain type of lifestyle and asked whether, in the <br />process we are going through right now, there are options about <br />further amending the map. <br />Attorney Collins advised that the Board has discretion in <br />the other items on the agenda today besides Item #1, but he felt <br />to go just on the basis of what we hear today without analysis <br />and review, then you would jeopardize the entire remedial <br />agreement. If there is something new to be considered, he felt <br />it should be considered through the normal Plan amendment <br />
