arriving shortly. The infrastructure for this property is all in <br />place; so, we are not "leap frogging." Mr. Poppell informed the <br />Board that Walker Banning of the DCA spoke to him about the <br />location of this property being so strategic that it really made <br />sense for it to be greater than 1 unit for 5 acres, and he also <br />spoke to Bob Knave of the DCA who works directly under Tom <br />Pelham. Their comments this morning were that they would be <br />happy to convey to the Chairman, or anyone who wants to speak to <br />them, that it makes sense for this property to have something <br />else done with it, and he stressed that they did not say it would <br />jeopardize anything. Mr. Poppell emphasized that the DCA has 90 <br />days to review whatever the County transmits, and then the County <br />has 60 days to come into compliance if they do not approve this - <br />then it is only after that 60 days that any action would be taken <br />regarding a hearing. <br />Mr. Poppell continued that just one mile north, there is a <br />designation of 3 units for 1 acre on the west side of 43rd Ave., <br />the same side his property is on, and everything between 27th and <br />43rd Avenues all the way up to Oslo Road is at the present <br />considered 6/1. He stressed that we are talking about 100% AG <br />property there with no roads and no infrastructure in the area, <br />and yet it is 6/1 while he has 1/2 mile of highway frontage, he <br />is on a main thoroughfare, and he is in a direct path with the <br />County water/sewer plan, but his property has been downgraded 3 <br />times. Mr. Poppell felt strongly that this inequity should be <br />addressed now instead of later. He put his house up for sale <br />recently in order to develop this property into a subdivision and <br />build a new home, and his house sold so quickly that he had to <br />get something else in the meantime. Now that he is in this <br />process, however, he finds the County has drawn an arbitrary line <br />down 43rd Avenue, and he wants to develop his subdivision now, <br />not in the future. <br />Mr. Poppell again stressed that Walker Banning agreed this <br />is not "leap frogging" and also said he did not agree with the <br />53 p <br />DEC 1.11990 BOOK & F�wEi i <br />
