Keat?Opmenf <br />g, 'P <br />Community DeveDirector <br />FROM: Sasan Rohani 4j .P. <br />Chief, Long -Range Planning <br />DATE: November 19, 1990 <br />RE: BRUCE BARKETT REQUEST TO CREATE A MIXED USE FLOATING LAND <br />USE DESIGNATION FOR PROPERTIES HAVING AN AGRICULTURAL <br />DESIGNATION <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 11, 1990. <br />DESCRIPTION AND CONDITIONS <br />Bruce Barkett, on behalf of two of the intervenors in the <br />Comprehensive Plan administrative process, R. Dale Sorensen and <br />James B. Cain, has submitted a request to amend the Comprehensive <br />Plan and create a new mixed use floating land use designation for <br />properties having an agricultural designation. The purpose of this <br />request is to provide an opportunity to develop properties in the <br />agriculturally designated portion of the county through the planned <br />development process. The intent is to establish a mechanism <br />whereby multi -use projects can be allowed in the agricultural areas <br />of the county without creating urban sprawl. This type of mixed <br />use project will create self sufficient communities and provide <br />opportunities for residents to live, work, shop, and attend <br />recreational activities in the same place. <br />On February 13, 1990, the county approved its Comprehensive Plan <br />and sent a copy of the adopted plan to the Department of Community <br />Affairs (DCA) for their compliance review. On April 9, 1990, the <br />DCA issued a statement of intent to find Indian River County's <br />Comprehensive Plan not in compliance.
