George Klein, Director of the Friends of the Sebastian <br />River, commented that he lived in Miami in 1946, and since that <br />time, that whole area and the bay has been destroyed by uncon- <br />trolled development. Indian River County has one of the few <br />unspoiled estuaries in the state. The St. Sebastian River and <br />the adjoining uplands are an irreplaceable asset to the citizens <br />of the county, and the pressure from developers is overwhelming. <br />Mr. Klein did not agree with the argument that new development <br />increases the tax base of the county and will reduce your <br />property taxes because his taxes have gone up almost 300% in the <br />past 4 years with the growth in Brevard and Indian River <br />Counties. He also wished to refute what the gentleman said and <br />what Commissioner Scurlock said about the zoning in Brevard <br />County. He attended a Board of County Commissioners meeting <br />there, and they passed a Resolution unanimously regarding any <br />increase in density in environmentally sensitive areas, <br />especially what was proposed in the CARL Program. <br />Attorney Vitunac advised that Attorney Collins talked to <br />Brevard County officials by telephone, and they said they do not <br />have such a thing. <br />Mr. Klein contended that it should be on record in their <br />Minutes, and that as far as increased density was concerned, at a <br />subsequent meeting, the zoning was decreased from 1/1 to 1/21 in <br />that area. He expressed the hope that this Board looks upon <br />themselves as custodian of this beautiful natural resource and <br />the endangered species there, and he did not_feel that will be <br />accomplished under any proposal he has heard by the Coraci people <br />this morning. He stressed that although it seems the legal <br />aspect is very intimidating, if this petition is denied, the <br />applicant has to plead his case before the DCA, and it does not <br />hurt the county in any way. <br />Commissioner Scurlock noted that, in other words, Mr. Klein <br />apparently wants the density left at 1 unit to 40 acres. <br />DEC -111990 91 �'alfl <br />Rl [ e' FaU <br />L.l .d k!
