DEC <br />11 <br />1994 <br />eonK <br />� o <br />n f� <br />Mr. Klein agreed. <br />He felt that is the only way <br />this <br />resource can be saved. He went on to express his concern about <br />pollution of the river by development, sewage, etc. <br />Commissioner Scurlock pointed out that luckily now with the <br />growth of our Utilities Department we do not allow package plants <br />to be franchised any more. The County operates them, and they <br />have zero discharge into the river. <br />Frank DeJoia,-resident of Roseland, informed the Board that <br />he is a Director of the Friends of the Sebastian River and, in <br />the absence of their president,, he was asked to speak in their <br />behalf on the Coraci request to set up a new designation along <br />the Sebastian River. He noted they were all elated to see that <br />these lands were moved up to the 10th spot by the CARL Selection <br />Committee list. Mr. DeJoia stressed that this area not only has <br />one of the highest concentrations of manatees on the east coast <br />of Florida, but its flora and fauna must be protected for future <br />generation. In addition, the Indian River Lagoon has been <br />designated an estuary of national significance, and the St. <br />Sebastian River is a major tributary of the Indian River Lagoon. <br />Mr. DeJoia hoped that the Board will consider the Coraci <br />request and staff recommendation very carefully because so much <br />is at stake. He stressed that the Friends of the River are not <br />trying to upgrade or downgrade the value of the Coraci property <br />and they do not want to take away anyone's legitimate property <br />rights, but because of the sensitive nature and interdependence <br />of these communities, he would hope the Board would consider <br />keeping at least the wetlands in the C-2 1/40 designation and the <br />remaining land at no more than 1/5. He felt this density, plus <br />the density transfer credit, would provide a reasonable use of <br />the land. Speaking also as a director of the Roseland Property <br />Owners Association, Mr. DeJoia expressed pride in the County <br />Commission's zoning stance in the North County area and stressed <br />that he did not feel they should be influenced by the zoning in <br />South Brevard County.
