Commissioner Scurlock explained that he asked for this item <br />to be removed from the Consent Agenda because he wants to make it <br />clear that we are not approving limiting our future negotiation. <br />In his opinion, the way beams are designed is a design problem <br />and has to be negotiated and discussed. He would like to approve <br />the item but indicate that we are not waiving any of our rights <br />by doing so. <br />Administrator Chandler informed the Board that on each of <br />the 4 projects we have had ongoing this past year where there <br />have been such changes, we have put the architects or engineers <br />on notice both verbally and in writing that we would be looking <br />to them to pick up some of that expense. <br />Commissioner Wheeler commented that he had the same ques- <br />tion, and also in regard to upgrading doors to meet fire code. <br />As to changing the plumbing fixtures in the laboratory to meet <br />the requirements of the Health Department, would that not be part <br />of the design or have the rules changed. <br />Director Dean explained that some of the fixtures were <br />designed for a photo lab, and the chemicals used in this lab will <br />be a lot stronger. <br />Commissioner Scurlock felt the question relates to whether <br />that is or is not a design problem. <br />Chairman Eggert did not know that it was just design - it <br />had to go to Tallahassee to be run through their construction <br />inspection. <br />Commissioner Scurlock felt that when you hire an architect <br />specifically to design a Health Department, he would assume it is <br />their professional responsibility to check out the various code <br />requirements with the proper officials. <br />Administrator Chandler confirmed that the position we have <br />taken with the architects on each of the projects is that they <br />are supposed to know the codes that are applicable and be able to <br />interpret them. He continued that with all 4 on-going projects, <br />the changes have been few, but we do not absolve the architects <br />or engineers from these situations and we have all this docu- <br />mented. <br />Commissioner Wheeler agreed that with our Construction <br />Manager on board, we have had minimal problems. <br />7,Ir <br />R8OOK 0 Fk0ir_ f 7 <br />
