0 E G 18 1990 <br />mu 82 FACE 2S S" <br />OMB Director Baird clarified that the total budget for the <br />Library construction was $7,341,336. Of that amount, 5.9 million <br />was from the bond issue; $41,300 was interest; $1,000,000 was a <br />contribution from the General Fund; and $400,000 was grant money. <br />Commissioner Scurlock continued to question just what it was <br />we took to the voters. He agreed the County did spend other <br />funds, but stressed that his point was that the bond issue itself <br />was 5.9 million and the bond issue has in it a specific provision <br />which talks about any surplus. <br />OMB Director Baird concurred, but pointed out that it talks <br />about any surplus affiliated with the bonds. He advised that he <br />has gone over this with our Bond Counsel, who says that since we <br />have spent the 5.9 million, we have fulfilled that obligation; <br />so, we could pay off the bonds if we wanted to or can use that <br />surplus for other library purposes. He wished to clarify that we <br />have a $580,000 surplus, and we are requesting that $235,000 of <br />that be used now, leaving approximately $350,000. Director <br />Baird wished to point out that throughout this whole thing the <br />Board has been concerned about the fact that there wasn't any <br />money in the project for books. Staff has worked very hard to <br />bring this project in under budget, which they have, and now they <br />are requesting these funds. <br />Commissioner Scurlock stated that he was not being critical <br />of staff, but noted that he brought up the question about there <br />not being any money in the budget for books when we went into <br />buying computer equipment, at which time he was told the Friends <br />of the Library, etc., would take care of that. <br />Chairman Eggert believed when she presented the budget that <br />had been redone, one of the things said at that time was that we <br />hoped the contingency money would be able to be used for books <br />and software, and that is exactly what is happening. <br />Director Baird commented that the citizens voted to expand <br />the Library. <br />Commissioner Scurlock Was very aware of that, but pointed <br />out that the Taxpayers Association said that 8.2 million was too <br />much to spend on a library, and we accordingly cut that back to <br />5.9 million to get their support. He wished to have more <br />dialogue on this particular topic because his concern is to <br />18 <br />M <br />
