DEC ib �WO <br />the County to adopt a concept that will not impact the Vero Beach <br />Printing Company. <br />Commissioner Scurlock noted that it is always difficult to <br />talk to anyone when it is their property, and he has known the <br />Graves family for a long time. It does seem to him, however, <br />that having that out parcel sitting there is ultimately a time <br />bomb ticking that will have to be dealt with in terms of the <br />future. We are going to have to continue to expand the downtown <br />area; so we will have to deal with this at some time. <br />Commissioner Bird asked if it would be fair and accurate to <br />say that Concept J requires the least acquisition of buildings and <br />displacement of businesses of any of the concepts. <br />Administrator Chandler agreed there is no question of that, <br />and it also is unquestionably the least expensive route to go <br />since you would be acquiring less land. <br />Commissioner Bird felt that this Commission can't be faulted <br />for taking a step forward and he does not want us to be short- <br />sighted, but he also felt that we have to be reasonable as to how <br />far we go towards buying land that may or may not be needed 20 <br />years from now. <br />Commissioner Scurlock believed that the problem with Concept <br />J is that it moves the facility much further to the east and very <br />close to the existing businesses, which he felt is a detriment. <br />Commissioner Wheeler brought up the eyesore created by <br />leaving the old market and laundry building in front of our <br />beautiful new library. He felt that there is still plenty of <br />property left in the downtown area for a business and that there <br />is not that much area to build a Courthouse and a parking garage. <br />He personally would not support any plan that did not keep the <br />continuity with our Courthouse facility and the parking garage. <br />Attorney Vitunac pointed out that, if it is any consolation <br />to Mr. Graves, the County will pay his relocation expenses, <br />including moving the heavy presses, and there is no reason his <br />business can't continue another 30 years. <br />Attorney O'Haire continued to argue the trauma to the <br />business, and Commissioner Scurlock commented that he had no <br />doubt that we will have to pay heavily for this property. <br />44 <br />
