Fr - <br />DEC 18 1990 P�GK �� r A„r ,3 4.1 <br />Transportation System <br />The property fronts South Winter Beach Road (65th Street), a <br />collector road on the county thoroughfare plan map. South Winter <br />Beach Road is paved and has sufficient right-of-way for this <br />portion of the roadway. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on the transportation and utility systems,.and <br />any significant adverse impacts on environmental quality. This <br />section will also consider alternatives for development of the <br />site. <br />Compatibility With Existing Service and Facilities <br />This site is located within the county Urban Service Area (USA), an <br />area deemed suited for urban scale development. The comprehensive <br />plan establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation. The adequate <br />provision of these services is necessary to ensure the continued <br />quality of life enjoyed by the community. The comprehensive plan <br />also requires that new development be reviewed to ensure that the <br />minimum acceptable standards for these services and facilities are <br />maintained. <br />Transportation <br />A review of the traffic impacts resulting from the development of <br />the property indicates that the existing level of service would not <br />be lowered. The maximum build out permitted by zoning would be 4 <br />units, which would generate approximately 40 average daily trips. <br />This volume would maintain the existing LOS "C". <br />- Utilities <br />The area is not currently serviced with water or wastewater. The <br />site is within the urban service area, and the applicant may <br />purchase and reserve these services through the utilities <br />department for such time when services become available. Down <br />zoning to A-1 will reduce the impact and would allow the use of <br />wells and septic tanks, while regional system is not available. <br />Solid waste service includes pick up by private operator and <br />disposal at the county landfill. The active segment of the <br />landfill has a 5 -year remaining capacity, and. the landfill has <br />expansion capacity beyond 2010. <br />- Drainage <br />All development is reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county stormwater management ordinance. <br />Together, these regulations limit the potential for on-site and <br />off-site flooding and damage. <br />Recreation <br />Recreation Level of Service applies only to the residential <br />development. Since agricultural zoning allows a limited amount of <br />residential use, the recreation concurrency test is applied to <br />agricultural zoning requests. A review of county recreation <br />facilities and projected demand as a result of this rezoning <br />indicates that adopted levels of service will be maintained. <br />58 <br />I_ I <br />M <br />
