RINNAT VQ TQ <br />In reviewing this request, staff has examined the existing land use <br />pattern and the future land use pattern set forth in the <br />Comprehensive Plan. As Policy 1.12 of the Future Land Use Element <br />states, agricultural uses may be developed in Low -Density <br />Residential areas. In addition, Future Land Use Policy 6.3 allows <br />"the continuation of agricultural uses east of I-95 where they <br />serve as or enhance open space and green belt areas of the County". <br />Agricultural uses currently exist adjacent to the site and most <br />likely will continue to exist. Residential uses, however, do not <br />exist in close proximity to the property. For these reasons and <br />because there are no public services available to this part of the <br />County, Staff feels that a lower land use would be consistent with <br />surrounding uses. <br />CONCLUSION <br />The subject property is located in an area which does not'have the <br />necessary facilities and services to support a higher density <br />development at the present time, and the lower density designation <br />conforms to adjacent uses. The proposed change in zoning would be <br />consistent with county policies and would not create a noticeable <br />change in the existing land uses in the area. <br />Therefore, it is the opinion of staff that the proposed. zoning <br />would be reasonable and not negatively impact adjacent properties. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners approve this request to rezone property to A- <br />1. <br />Commissioner Scurlock inquired if there has been any FAA <br />comment on the tower as he understood they are objecting to it. <br />Director heating advised that we have not received the site <br />plan in yet, but the applicant apparently is processing his FAA <br />application and it appears there are some problems with the <br />height and the location of the tower. <br />Commissioner Scurlock noted that in any case downzoning only <br />reduces the density in the area. <br />Commissioner Bird felt in fairness to the applicant, we <br />leased them the land for the purpose of erecting a tower, and he <br />now felt we should give them the zoning they need. <br />®C 1 199 59 kooK F"r <br />
