TworeShoguange <br />Staff Planner, Planning <br />DATE: November 26, 1990 <br />RE: Ciba-Geigy Request to Rezone Approximately 102 Acres from <br />RS -3 to A-1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of January 8, 1991. <br />DESCRIPTION & CONDITIONS <br />This is a request to rezone approximately 102 acres from RS -3, <br />Single -Family Residential District (up to 3 units/acre), to A-1, <br />Agricultural District (up to 1 unit/5 acres). The property is <br />located west of 58th Avenue (C.R. 613) and south of 75th Street. <br />The subject property is owned by Ciba-Geigy. <br />On November 8, 1990, the Planning and Zoning Commission voted 4 to <br />0 to recommend to the Board of County Commissioners the approval of <br />the request. <br />EXISTING LAND USE PATTERN <br />The property is presently vacant, overgrown land and is completely <br />zoned RS -3. The same zoning pattern occurs north and west of the <br />subject property. Northeast of the subject property is Indian <br />River Highlands Subdivision, containing 129 lots ranging in size <br />from 7,000 square feet to 9,234 square feet. West of the subject <br />property are large parcels containing citrus in various stages of <br />development. The property abuts active agriculture to the south <br />which is zoned A-1. East of the subject property is Kiwanis Hobart <br />Park, which is zoned A-1. <br />FUTURE LAND USE PATTERN <br />The subject property is currently designated L-1 on the county's <br />future land use map. However, the county's comprehensive plan, of <br />which the future land use map is a part, has not yet been found in <br />compliance by the State Department of Community Affairs (DCA). To <br />bring the county's plan into compliance, the county and DCA have <br />entered into an agreement for the county to amend its plan to make <br />various changes. Some of these changes will affect the subject <br />property. As a result of these proposed changes to the plan, the <br />existing urban service area will shift eastward from 74th Avenue to <br />approximately 62nd Avenue. <br />The land west of the new urban service area boundary, including the <br />western portion of the subject property will have an AG -1 land use <br />designation, which allows a density of 1 unit/5 acres.
