M <br />Mr. Blatus also asked about the hookup charges and whether <br />it is mandatory to connect, and Director Pinto explained that <br />although our ordinance states that it is mandatory to connect <br />when service is available, we are not going out at the present <br />time and knocking on doors to make people connect if they don't <br />wish to. However, the longer they wait, the higher the impact <br />fees wi I I be. <br />Commissioner Scurlock pointed out that if they don't pay <br />the.ir impact fee, they don't pay the minimum water rate bill. <br />Vernon Hall, 665 26th Street, wasn't against the water per <br />se, but questioned the difference between the impact fee and the <br />assessment cost. <br />Director Pinto explained that when you connect, the impact <br />fee is for the water capacity you take up in the water plant. <br />The assessment itself is for the extension of the line and the <br />benefit the water brings to your property, and the monthly <br />service charge is for the amount of water you use. All single <br />family residences pay the same impact fee of $1,240 for water. <br />This fee is adjusted at intervals, and has increased in the past <br />years. <br />Mr. Hall understood then that if he didn't wish to connect <br />right now, he didn't have to, but Chairman Bird cautioned that <br />our ordinances do call for mandatory hookup and we could start to <br />enforce that at any time. <br />Commissioner Scurlock pointed out that it will change <br />because of the State's concurrency requirements in the new Comp <br />Plan. <br />Director Pinto advised that the system will be ready to hook <br />up in 4 or 5 months. <br />Teresa Bishop of 26th Avenue was more than ready for water <br />service. After having another well dug and replacing the pump, <br />they still have to buy bottled water for drinking. <br />Joan Boehme, 745 26th Avenue, asked if they have to pay for <br />the hookup from the curb to the house, and Commissioner Scurlock_ <br />advised that the property owner is responsible for that part, but <br />people can do it themselves if they wish. He did it on his house <br />and his cost was $79.
