8 Boor. 82 <br />Chairman Bird opened the Public Hearing -on 26th Avenue north <br />of 8th Street, and asked if anyone wished to be heard in this <br />matter. <br />William Koolage, 815 26th Avenue, was very glad to be tied <br />into the water system. He felt that all of these streets should <br />be brought into the sewer system also, but Director Pinto had <br />convinced him that it wasn't -feasible right now. <br />There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously adopted <br />Resolution 91-5, confirming.special assessments in <br />connection with a water main system located on'26th <br />Avenue north of 8th Street,.which includes an extension <br />of the 8th Street water main, and provides for special <br />assessment liens to be made of record. <br />Chairman Bird opened the Public Hearing on 26th Avenue south <br />of 8th Street, and asked if anyone wished to be heard in this <br />mat -ter. <br />David Montenaro, 716 26th Avenue, wasn't really against the <br />water coming in, but felt that many people there will find it <br />hard to pay the assessment costs and impact fees. He personally <br />is unemployed, many are retired, and their biggest question is <br />where they will get the money to pay for the water service. <br />Commissioner Scurlock noted that there is a payment plan <br />available, and Mr. Montenaro stated that the -5 -year payment plan <br />had been explained to them, but they would like to spread the <br />cost out longer than 5 years. <br />Utilities Director Terry Pinto explained that there is some <br />planning underway for lumping all of these things into a long <br />term assessment in the future, but that isn't available right <br />now._ He -pointed out, however, that the first payment on this <br />assessment isn't due for almost a year. The first payment <br />actually is due after the completion of the project, which really <br />amounts to a 6 -year period. <br />Jim Blatus, 1005 26th Avenue, was concerned about the water <br />drainage, and Director Pinto explained that after the water line <br />is installed, restoration is done to bring it back to the <br />original grade. It will go down one side of the street. With <br />few exceptions, we go with the most cost effective way to build <br />the project. <br />26 <br />
