JAN 15 <br />-7 <br />BOOK 82, PAGE 4342 <br />Commissioner Bowman indicated she is not talking about going <br />that far west at this time but rather closer to I-95. <br />Commissioner Scurlock pointed out that area is in active <br />citrus production, except for the mining area for fill, and <br />anything west of that is ultimately discharged into the St. John's <br />water system. <br />Utilities Director Pinto stated our major concern is that we <br />could only get about half a million gallons disposal capacity on <br />160 acres and each treatment plant has an ultimate effluent <br />disposal need of six million gallons per day. Buying land would be <br />his first preference if we could afford to do it but, looking at <br />the master plan, it is obvious that deep well actually is the best, <br />most cost effective alternative for disposal, not reuse. If the <br />Board, recognizing the expense, selected to go the other route, <br />reuse, and using the deep well as an alternate, we can do either <br />one, but no matter what is going to be the primary use, Director <br />Pinto emphasized that we still are required to come up with an <br />alternate in case of the failure of the primary use. <br />Commissioner Scurlock agreed that we are going to look reuse, <br />reuse, reuse, but ultimately, if that's not available, the most <br />Gost-effective has been demonstrated to be the deep well. He asked <br />whether it isn't a reasonable expectation that we are going to have <br />to have deep wells for leachate in any event. <br />Director Pinto replied that he believed so. <br />Discussion continued as to the feeling that the best <br />alternatives would seem to be either to use the effluent on some AG <br />pursuit or discharge it into the St. John's marsh, but the AG <br />community is still very dubious about this and the agencies will <br />not permit discharge into the St. John's. <br />Director Pinto pointed out that no matter what method we use, <br />the DER is saying you still need an alternate. <br />Commissioner Bowman agreed that even if the AG community were <br />amenable to using the effluent, in the event of an 8 -inch rainfall <br />they could not accept it so there's going to have to be some <br />backup. <br />CHAIRMAN BIRD CALLED FOR THE OUESTION on the motion to <br />approve Staff recommendation. <br />IT WAS VOTED on and carried unanimously. <br />THIRD YEAR (1990-91) RECYCLING AND EDUCATION GRANT AND WASTE TIRE <br />GRANT <br />The Board reviewed the memo from Solid Waste Disposal Manager <br />Ronald R.
