SPACE NEEDS STUDY - SHORT LIST RECOMMENDATION <br />The Board reviewed the following memo dated 1/16/91: <br />TO: Board of ,County Commissioners DATE: January 16, 1991 FILE: <br />FROM: H. T. Dean, Dir <br />• General Services <br />BACKGROUND <br />SHORT LIST <br />SUBJECT: RECOMMENDATION - <br />SPACE -NEEDS STUDY <br />REFERENCES: <br />The Board; during its November 20, 1990 regular meeting, approved a <br />comprehensive space needs study and authorized the release of a Request for <br />Qualifications to interested vendors. The Board also appointed Commissioner <br />Scurlock to head the review committee. <br />CURRENT <br />The County received five responses from Interested firms of which one firm <br />withdrew from the selection process. The review committee met on <br />Wednesday, January 16, 1991 to hear presentations from the four firms. The <br />committee then ranked the firms: 1) Vickrey, Ovresat, and Awsumb <br />Associates, 2) Architects Design Group, Inc., 3) CCA Consulting <br />Services, Inc. <br />RECOMMENDATION <br />Staff recommends the Board authorize staff to begin negotiations with the top <br />ranked firm for a fair, competitive, and reasonable price. Staff will conduct <br />the negotiation in accordance with CCNA requirements. Funding for this <br />study will come from General Fund Contingency. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, that the Board authorize staff <br />to begin negotiations with the top ranked firm, <br />Vickrey, Ovresat, and Awsumb Associates, as recommended <br />by staff.. <br />Under discussion, Commissioner Scurlock wished to highlight <br />the importance of this selection. Excel -lent presentations were <br />given by several firms, and Commissioner Bowman came in and sat <br />in on the entire process. Since this study will also involve the <br />School -Board, we need to see what needs they have and coordinate <br />with them on any surplus. We are talking future space needs for <br />for all entire County operations, which is a big undertaking. We <br />were very pleased with the successful candidate because they <br />raised questions that really had not come to our minds. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
