Commissioner Eggert asked if we used the Finance Advisory <br />Committee in this selection, and Commissioner Scurlock explained <br />that they are not used in the early stages of the selection <br />process. The recommendation today is to approve the short-listed <br />four firms for negotiation, and then that recommendation will go <br />on to the Finance Advisory Committee before it comes back to the <br />Board for the final selection. This is the same process that we <br />have always followed. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />staff's recomme-nded process for selecting an under- <br />writer for financing of upcoming capital projects, <br />as set out in the above memo.' <br />Commissioner Eggert wondered if we should review our policy* <br />about having a Commissioner on these selection committees, but <br />Commissioner Scurlock felt 100% comfortable with the makeup of <br />these committees and that it is important that a Commissioner <br />serves on them. He didn't see any pressure on staff; in fact, he <br />sat in on three selection meetings this week, and in two of them, <br />staff didn't go with his preference. <br />Commissioner Wheeler felt he could go either way, but he has <br />great confidence in staff doing it. He suggested that a member <br />of the Finance Advisory Committee sit in on these selections <br />committees, and Commissioner Scurlock noted that Administrator <br />Chandler determines the composition of these selection committees <br />and appoints appropriate staff after that particular department <br />head has made a recommendation. <br />Chairman Bird could see where it could work both ways. In <br />the areas that he works with, Parks & Recreation, Sandridge, <br />etc., he has enough faith in staff's judgment to leave the <br />decision up to them.' He still believes .that staff perceives the <br />Commission's authority when a Commissioner sits in on these <br />selection committees.
