JAN 2 2 19 <br />BOOK 82, F,,UE L,' <br />Commissioner Scurlock felt we should leave the policy <br />exactly the way it is, and Commissioner Wheeler felt he could go <br />either way, but has great confidence in staff. He pointed out <br />that there is heavy lobbying whenever we get into a big project <br />such as the Courthouse, which .is directed more at -the <br />Commissioners than at staff. He suggested having 5 members <br />instead of 4. <br />Administrator Chandler advised that the committees range <br />between 4 and 5 members,'depending on the particular project and <br />appropriate staffing. <br />In regard to lobbying, Chairman Bird didn't feel that staff <br />members should be lobbied and taken out to lunch, but <br />Administrator Chandler interjected that while there are attempts <br />to lobby staff, staff is not influenced by them and doesn't go <br />out to lunch with them. Anyone who expresses an interest in a <br />project is referred to the project manager on that particular <br />project, and if they want to meet with us, they set up a <br />pre -arranged schedule, etc., on county time: <br />Commissioner Scurlock pointed out that the County has <br />adopted a regulation which says that there will be no contact <br />unless it is directly through the liaison person for that <br />particular project, such as Sonny Dean for the Courthouse, Joe <br />Baird for financing, or Harry Asher or Bill McCain for utilities. <br />That is a written policy. As far as lobbying goes, there is <br />going to be an attempt to do that no matter what, but the five <br />County Commissioners will make the final decision. <br />Administrator Chandler explained that if there is a specific <br />.liaison from the Commission, then that Commissioner automatically <br />goes on that selection committee. If there is not a clear cut <br />area, such as with the space needs study, he brings that to the <br />Commission for the Commission to designate a member. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board opted by a vote of 3-2, <br />Commissioners Bird and Eggert dissenting, to keep in <br />place the present policy on the selection process of <br />members of the selection committees. <br />18 <br />
