JAW U 1991 <br />BOOK <br />In response to Mr. Zorc's suggestion for a county -wide <br />referendum'on the matter, Commissioner Scurlock felt that Ralph <br />Sexton isn't going to take "no" from any referendum, no matter <br />where it comes from, the city or the county. He wanted to make <br />it clear, however, that the Commission would always hear a <br />request to put something -on the Agenda as long as the request was <br />properly submitted. <br />Mr. Zorc asked what the legal requirements would be for <br />having a county -wide referendum because they.would like to pursue <br />that direction, and Attorney Vitunac advised that it would have <br />-to be a straw ballot. There -is nothing that binds the County to <br />have a referendum. It would be strictly a policy decision of the <br />Board whether to have a referendum, because unless you are a <br />charter county, you do not have that right. <br />Mr. Zorc understood then that they need to make a formal <br />request to the Board on a future Agenda. <br />ON MOTION.by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously authorized <br />the Chairman to write a letter in reply to Mr. Sexton's <br />request, suggesting instead that the presentation <br />be in the form of a public meeting with him chosing the <br />place and time with invitations sent to the various <br />agencies, City Council and County Commission, and <br />informing him that the Board isn't interested in having <br />it come directly before us until that takes place. <br />Commissioner Eggert added that we could suggest to him that <br />it presented to the Economic Development Council, and <br />Commissioner Bowman commented that now the ball is in his court. <br />REQUEST FROM GIFFORD PROGRESSIVE CIVIC LEAGUE <br />Chairman Bird advised that the Gifford Progressive Civic <br />League is having a fund-raising carnival and are requesting <br />permission to use a portion of the Gj.fford Park. Initially, the <br />carnival was to have been held at the County Fairgrounds, but <br />they wish to scale the operation down and hold it in the <br />community to enable more people to attend. <br />Ralph Lundy, president of the Civic League, explained .that <br />the only change will be the date and location. Everything else <br />remains the same as far as the carnival is concerned. The Civic <br />41 <br />
