PROJECT NOMINATION FOR PROPERTY IN WESTERN <br />INDIAN RIVER COUNTY <br />'The Board reviewed the following memo dated 1/21/91: <br />TO: James Chandler <br />County Administrator <br />De tment Head Concurrence: <br />Robert Keating, ICP <br />Community Development Director <br />�� <br />FROM: Roland DeB1ois, AICP <br />Chief, Environmental Planning <br />DATE: January 21, 1991 <br />SUBJECT: PROPOSED C.A.R.L. PROJECT <br />NOMINATION FOR PROPERTY IN <br />WESTERN INDIAN RIVER COUNTY <br />(PROP. REF. NO. U-9) <br />It is .requested that the following information be given formal <br />consideration by the Board of County Commissioners at their next <br />regular meeting of January 22, 1991. <br />DESCRIPTION AND CONDITIONS: <br />Presently, until the deadline of January 31, 1991, a "window" <br />opportunity exists for Indian River County to consider nominating <br />property within the county for Conservation and Recreational Lands <br />(CARL) Program listing and funding, for FY 1991-92. <br />In reviewing the approximately 30 sites presently under review by <br />the County Land Acquisition Advisory Committee (LAAC), county <br />planning staff have identified site No. U-9 (approximately 2,500 <br />acres in western Indian River County) for CARL nomination <br />consideration. <br />At their meeting on January -.21,1991, the Land Acquisition Advisory <br />Committee -voted unanimously to recommend that the Board of County <br />Commissioners authorize staff to submit a CARL application for the <br />approximately 2,500 acre site by the January 3-1, 1991 submittal <br />deadline. <br />ALTERNATIVES AND ANALYSIS: <br />The referenced property (U-9) boundaries as proposed have been <br />refined based on ownership pattern as it overlaps with natural <br />communities desired for protection. As such, the site consists of <br />three separate land owners. <br />Objective 6 of the Conservation Element of the County Comprehensive <br />Plan compliance agreement transmittal commits the County to the <br />protection of a minimum of 750 acres of native upland plant <br />communities by 2010. Among other policies, Policy 6.14 of the <br />Conservation Element compliance agreement commits to the protection <br />of a minimum of 300 acres of pine flatwoods/dry prairie by 1993. <br />The site, if successfully protected in conservation via public <br />acquisition, would in effect satisfy the County's Comprehensive <br />Plan commitment to- protect a minimum of 300 acres of pine <br />flatwoods/dry prairie, and would substantially contribute to the <br />conservation of other natural communities such- as xeric scrub, also <br />targeted for protection. <br />44 <br />BOOK F'AGt e7J <br />JAN 22 t -,N <br />
