FF - <br />JAN 22 1991 <br />900K 8�� ME <br />Staff have contacted Florida Game and Freshwater Fish Commission <br />(GFC) biologists for preliminary -assessment. of the <br />biological/wildlife values of the site. GFC staff have indicated <br />that the site has substantial wildlife value and biodiversity, and <br />have expressed a willingness to continue working with county staff <br />to provide site specific evaluation. Moreover, the site is <br />proximate to the Fort Drum Marsh Conservation area, which is <br />presently tinder public ownership and managed for wildlife. <br />By nominating the site for CARL consideration, the opportunity for <br />state funding to contribute to county acquisition of the site is <br />enhanced. <br />RECOMMENDATION: <br />Staff recommends that, as supported by the County Land Acquisition <br />Advisory Committee, the Board of County Commissioners authorize <br />staff to submit a CARL application for the referenced site by the <br />January 31, 1991 submittal deadline. <br />ATTACHMENTS: <br />1. January 18; 1991 memorandum to LAAC from staff. <br />2. January 21, 1991 memorandum to LAAC summarizing community type <br />acreage estimates. <br />3. LAAC study checklist and map of the U-9 site proposed for CARL <br />nomination. <br />Commissioner Scurlock pointed out that this particular 2500 <br />acre parcel located near Blue Cypress Lake and the Fort Drum <br />Marsh also would fulfill meeting our requirements under the new <br />Comp Plan for preserving areas of xeric scrub and flat pine land. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board authorize the <br />submittal of a CARL application for the U-9 site by <br />the January 31, 1991 deadline: <br />Commissioner Bowman asked why the property at the east end <br />of Oslo Road is not being included in the nomination for the CARL <br />program, and Roland DeBlois, Chief of Environmental Planning, <br />explained that they are looking more favorably toward larger <br />parcels. <br />Commissioner Bowman stressed tha.t they also are looking <br />favorably at acreage that networks, and the Oslo property takes <br />in the whole riverfront between Oslo Road and beyond 4th Street. <br />It has a tremendous sweep to it, and it certainly is much more <br />45 <br />
