IXORA DISTRIBUTION WORK CENTER WAREHOUSE CONSTRUCTION CONTRACT <br />-The Board reviewed the following memo from Utility Services <br />Director Pinto: <br />DATE: JANUARY 14, 1991 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PIN6I2RVICES DIRECTOR OF UTI <br />PREPARED JOHN F. LANG <br />AND STAFFED ENVIRONMENTAL SPECIALIST <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: IXORA DISTRIBUTION WORK: CENTER <br />WAREHOUSE CONSTRUCTION CONTRACT <br />BACKGROUND <br />The Department of Utility Services has outgrown its *300 square foot <br />storage building. A 3,000 square foot building was bid out by the <br />purchasing department and was awarded by the Board of County <br />Commissioners July 3, 1990, to Hunley-Hubbard Construction. The <br />site plan process was initiated, and public hearings were held. The <br />Planning and Zoning Commission approved the site plan on October 11, <br />1990. The Board of County Commissioners approved the site plan on <br />November 6, 1990. The site plan was designed in conformance with <br />the new land development requirements. <br />ANALYSIS <br />The new regulations have significantly impacted this facility's <br />budgeting of $75,000.00. The building is designed to be expanded to <br />a 9,300 square foot facility. The project is estimated at <br />$170,000.00 to construct per the approved plans. The basic project <br />costs for the building are less than the $75,000.00 budgeted in <br />Fiscal Year 1989/1990. The additional costs are attributable to the <br />site plan requirements to include new land development regulations. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners execute the contract in the amount of <br />$44,480.00 and change order with Hunley-Hubbard Construction and <br />authorize the spending of not more than $170,000.00 to finalize the <br />project in accordance with the approved plans. The funds will come <br />from Account No. 471-000-169-014.00. 11 <br />Commissioner Scurlock expressed great concern at the site - <br />related costs resulting under the new LDRs which blows the figures <br />up to over $160,000, or almost $100,000 over what was budgeted. He <br />noted that one of the reasons we go through the site plan process <br />here in the County is so that we can get a taste of what we are <br />doing to the public. His point is that there may be something <br />special about the particular site, and he has asked the <br />Administrator to take a look at it because the site -related costs <br />seem out of proportion. <br />33 <br />JAN 9 1991 BOOK PAGE e�e� <br />
