AS <br />PREPARED BY: ASSISTANT ePREZOR OF UTILITY SERVICES <br />SUBJECT: PROPOSAL AGREEMENT BETWEEN INDIAN RIVER COUNTY AND <br />INDIAN RIVER COUNTY SCHOOL BOARD (IRCSB) GRANTING <br />REIMBURSEMENT FOR CONSTRUCTION OF UTILITY <br />IMPROVEMENTS AS REQUESTED BY THE IRCSB AND PAYMENT OF <br />CAPACITY CHARGES <br />BACKGROUND: <br />The Department of Utility Services, in its efforts to eliminate <br />individual water and wastewater plants and at the request of the <br />IRCSB, reviewed the utility improvements and- projected the <br />construction 'costs required to connect the following schools to <br />Indian River County water and wastewater service: Citrus Elementary <br />School, Wabasso Special School, Thompson Elementary School, Middle <br />Six and Middle Seven School, and Sebastian Elementary School. After <br />review with the staff of the IRCSB of the projected costsr--for <br />construction of the off-site facilities and capacity charges, the <br />Department was requested to formulate an agreement for the <br />construction of the off-site facilities, reimbursement for the <br />construction costs, and payment for capacity charges. <br />ANALYSIS: <br />The agreements were presented to the IRCSB on January 22, 1991, and <br />approved subject to approval by the Board of County Commissioners. <br />RECOMMENDATION• <br />The Department of Utility Services recommends approval of the Board <br />of County Commissioners and authorization for the Department to <br />proceed as set forth in the agreement. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously approved the <br />agreement and authorized the Department to proceed per <br />Staff recommendation. <br />SAID DOCUMENT IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />38 <br />
