Commissioner Scurlock commended School Board Superintendent <br />Gary Norris and the current administration for their cooperative <br />attitude. <br />Commissioner Eggert concurred. <br />REQUEST TO CLOSE 81ST STREET FOR ONE DAY <br />Commissioner Bowman informed the Board that those working on <br />the Indian River Festival would like a temporary closing of 81st <br />Street for one day only on Saturday, February 9, to permit access <br />for emergency vehicles. They anticipate that there will be:heavy <br />traffic on the roads in the area, and for safety's sake, they would <br />like to be able to barricade that road. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner. Eggert, the Board unanimously authorized the <br />closing of 81st Street on Saturday, February 9, 1991, <br />based upon checking this out with.the.Sheriff. <br />ECONOMIC DEVELOPMENT COUNCIL - AID TO PIPER <br />Commissioner Eggert presented a suggestion by the EDC to write <br />a letter to the French group negotiating to buy Piper, stressing <br />Piper's importance to Indian River County and asked if that should <br />be done by BCC or EDC. <br />Commissioner Scurlock asked if anyone had approached Piper in <br />regard to acquiring their facility based on a lease -back <br />arrangement and tax-exempt bonds which could serve to solve their <br />cash flow problems. <br />Commissioner Eggert replied EDC offered its assistance to <br />Piper and received no response. <br />Commissioner Wheeler noted the product liability situation was <br />a major factor in their problems. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved the <br />drafting of an appropriate letter by Commissioner Eggert <br />giving support to and credit for Piper being in our <br />community. <br />DISCUSSION OF ILLEGAL DUMPING <br />Commissioner Scurlock raised the subject of illegal dumping <br />and specifically the matter of who makes the decision whether a <br />person is prosecuted when found guilty of illegal dumping. <br />Administrator Chandler listed various situations which would <br />cal] for various agencies to handle a particular situation, noting <br />39 <br />JAN 29 <br />1991 a0C?K <br />
