RESERVISTS' PAY LEGISLATION <br />The Board reviewed the following memo dated 1/30/91: <br />TO: Board of County Commissioners DATE: January 30, 1991 FILE: <br />SUBJECT: LEGIISLAITION PAY <br />FROM:uJames E. er <br />nty Administrator REFERENCES: <br />As you are aware, the Florida Legislature, during a special session, <br />unanimously passed a bill which permits state, county and city governments <br />to supplement the military pay of employees called up for active duty in the <br />Persian Gulf. Based on information from the Florida Association of Counties, <br />the Governor will receive the bill by Monday, February 4, 1991. <br />There are currently 12 reservists employed as follows: Board of County <br />Commissioners- Clerk - 1; and Sheriff - 5. To date, 2 Board and 1 <br />Sheriff employees ave been called to active duty. <br />A projection of potential cost is difficult since the total number that may be <br />called to active duty and length of active duty service is unknown. As a <br />result, for illustrative purposes, an estimated maximum cost has been <br />calculated assuming all 12 employees were called to active duty. The estimate <br />includes full 30 day payment, supplemental wage, FICA, and pension. Health <br />insurance, including dependent, is automatically provided by the Federal <br />government program called CHAMPUS. <br />As reflected in the attached, the total estimated expense if all 12 individuals <br />were called to active duty for a full year would be approximately $151,696. <br />The cost for the three employees already called to active duty is estimated at <br />$40,048 if the tour of duty is for 12 months. Funding would be from the <br />appropriate contingencies. <br />Commissioner Scurlock felt the Motion should be to approve <br />it not to exceed the $151,000 at this time, and then come back if <br />we exceed that amount. He felt that would be the best approach <br />since there could be some budgetary limitations. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, that the Board approve <br />supplemental pay to supplement the military pay of <br />employees called up for active duty in the Persian Gulf <br />at an amount not to exceed $40,048; with the <br />understanding that if that amount is exceeded, it will <br />be brought back to the Board for approval. <br />39 <br />1991 <br />
