r <br />FEB' <br />BOOK 8"?F,.+"f 611 <br />into our landfill, and the second concern is to stop the illegal <br />dumping that goes on in our county. <br />Administrator Chandler noted that just recently there has <br />been a coordinated effort by the Sheriff and Code Enforcement on <br />weekends and after hours to stop illegal dumping. It has a ways <br />to go, however. <br />Commissioner Scurlock stressed that the more recycling we do <br />on a voluntary basis, the more the landfill costs are kept down. <br />Administrator Chandler asked for clarification on whether <br />the Commission wants staff to see what would be feasible in <br />working out some sort of program with respect to those people who <br />already are having their trash collected by the franchised <br />haulers, and Commissioner Scurlock confirmed that was his point. <br />When we get the franchised haulers into separate service areas <br />where they are not running over each other and implement a <br />recycling program with them, there will be some reduction in <br />cost. There also should be some trade-off in terms of additional <br />cost by not having two heavy trucks running up and down the same <br />street. <br />Commissioner Bowman suggested having a "trash alert" phone <br />number for people to call whenever they see somebody dumping <br />illegally. <br />Attorney Vitunac advised that there is a law that allows the <br />County to hire litter control officers appointed by the Parks & <br />Recreation Department who would have jurisdiction throughout the <br />county for road litter, private property litter, and litter in <br />waterways and canals. These officers could fund out of <br />Utilities even though they are appointed by the Parks & <br />Recreation Dept. He believed they have the right to hand out <br />citations on the spot for littering violations. <br />Commissioner Scurlock didn't feel we could work all of that <br />out today, but did feel that Administrator Chandler had the gist <br />of the matter where all those ideas could be incorporated into a <br />comprehensive Phase II program. Then, if we have to go to Phase <br />III where we cannot accomplish the State mandated goals and we <br />are about to start losing money, we can consider the ultimate. <br />That would be his Motion -- to do those things. <br />II <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously directed <br />staff to move to Phase II as defined for <br />Administrator Chandler's clarification. <br />54 <br />I <br />
