COUNTY_ CORRECTIONAL_ PLANNING_ COMMITTEE <br />The Board reviewed the following memo dated 1/30/91: <br />TO: Board of County Commissioners <br />FROM: C arles P. Vitunac, County Attorney <br />DATE: January 30, 1991 <br />RE: COUNTY CORRECTIONAL PLANNING COMMITTEE <br />RECOMMENDATION re GAIN TIME <br />Board Meeting February 5, 1991 <br />On January 4, 1991, the County Correctional Planning <br />Committeee, under the Chairmanship of Commissioner Wheeler, <br />met to consider a request from Major Reese of the Sheriff's <br />Office to amend the. County's gain -time policy so that the <br />maximum gain time allowable under state and county policy <br />would be reduced from 20 days a month to 10 days a month. <br />The attached resolution would effect this change by <br />restructuring gain -time earned for satisfactory partici- <br />pation in a work program from a maximum of 11 days gain -time <br />for each day worked to 1/5 day gain -time for each day <br />worked. <br />In addition, all references to "population of the jail" as a <br />factor to consider in awarding gain time were removed. The <br />result is that the gain -time policy under County control <br />will be reduced from 15 days a month to 5 days a month, a <br />2/3 reduction which, when added to the five days gain -time <br />required by state law, adds up to a total gain -time of 10 <br />days a month. <br />The committee unanimously recommended adoption of this new <br />policy to be effective immediately. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, that the Board adopt Resolution <br />91-14, amending the County's gain -time policy for <br />good conduct by county prisoners by reducing the gain <br />time from 20 days a month to 10 days a month, and <br />eliminating "population of the jail" as a factor to <br />consider in awarding gain time. <br />Under discussion, Chairman Bird pointed out that the reason <br />that we went with t -he fairly lucrative gain time schedule before <br />was because of overcrowding and now all we are doing is going <br />back and changing it. <br />Commissioner Wheeler advised that we don't anticipate <br />another overcrowding situation for quite a while in the future. <br />55 <br />
