� r � <br />Assistant County Attorney Collins felt this is a good idea but <br />advised it cannot be done by Special Act; it has to be by General <br />Act and would have to wait until the next Legislative session. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Eggert, the Board unanimously <br />authorized the Chairman to execute the <br />interlocal agreement with St. Lucie County <br />regarding a residence for David and Saundra <br />Gray as recommended by staff and directed <br />staff to contact our Legislative Delegation <br />in regard to instituting legislation to place <br />this property wholly in one county or the <br />other as discussed. <br />SAID DOCUMENTS WILL BE PLACED ON FILE IN THE OFFICE OF CLERK TO <br />THE BOARD WHEN FULLY EXECUTED AND RECEIVED. WB-�/iPr�'C� �- &7 -- <br />FRANK MANNARINO REQUEST TO SPEAK CONCERNING CARL APPLICATION <br />Frank Mannarino came before the Board and advised that he owns <br />and lives on property 25 miles west of Vero Beach on State Road 60 <br />and has lived there two and a half years. Since for health reasons <br />he no longer can live out there, he put his property on the market <br />for sale and arrived at a verbal contract for its sale. The <br />prospective buyer now has called up canceling the sale and claiming <br />that Mr. Mannarino is not a man of his word since he knew that the <br />County was taking his property. Mr. Mannarino stressed that he had <br />no knowledge of this at all, but he since has read a PRESS JOURNAL <br />and learned that the County is proposing to present his land to <br />CARL to be acquired under that program. <br />Mr. Mannarino informed the Board that he has been a land <br />developer over 47 years. He had to go before many Planning and <br />Zoning Boards to get zoning which required notice to everyone and <br />meeting all kinds of regulations; yet, apparently, the County can <br />have meetings regarding someone's land and put it in the paper <br />about possibly buying it or presenting it to CARL and never once <br />contact the owner. This has lost him the contract to sell his <br />property and caused him embarrassment. He continued that he now <br />has found out from Commissioner Scurlock, who is chairman of the <br />Land Acquisition Committee, that their meetings had been published <br />and public hearings held, but being 25 miles out of town, he does <br />not get the local newspaper delivered so he had no knowledge of <br />what was going on, and he has come here today to prevent this <br />happening to other owners in the future. <br />17 <br />'FEB 12 19,991 <br />
