if the path would encroach into the additional laneage if the <br />highway were to be expanded to three lanes all the way. <br />Director Davis advised that the distance varies but ten feet <br />is the closest the path would be to AlA. If the highway were to be <br />expanded, the bike path would not encroach except possibly in a few <br />isolated small sections. Mostly it would be separated more than <br />ten feet except where there is some physical feature in the right <br />of way that we are trying to protect. <br />Chairman Bird raised the point that this is a one-time <br />assessment with 75% to be funded by the residents and 25% by the <br />County. <br />Attorney Vitunac clarified the not -to -exceed amount could <br />exceed $145 today but whatever number the Board arrives at today <br />cannot be exceeded in the future and Commissioner Scurlock <br />commented that the number we end up with today is most often higher <br />than the actual end cost. <br />Commissioner Scurlock asked if there is any plan to have <br />signalization along AlA somewhere to enable people to get from one <br />side to the other. <br />Director Davis was willing to pursue a pedestrian roadway <br />device with the DOT but noted we do not have that jurisdiction. <br />Question arose as to whether there is any provision for some <br />kind of barrier on those areas of the bike path that are closer <br />than ten feet from AlA and Director Davis advised there are no <br />plans for any barrier and he would have to check with the DOT to <br />see if that would be allowed. <br />Commissioner Scurlock noted, as he understands it, this path <br />proposal was not initiated by the County Commission but by <br />concerned citizens in the area, and this was confirmed by Director <br />Davis who further noted that the DOT will be reviewing the plans <br />for the path before issuing a permit and they will make sure the <br />path is in a safe location. <br />Chairman Bird opened the public hearing and asked if anyone <br />wished to be heard. <br />Judy Roberts, 1602 West Camino del Rio, informed the Board <br />that she is one of the 100 volunteers who have been working for <br />almost two years to get this bike path. She felt this isn't just <br />a recreation issue but a health issue and a safety issue. Mrs. <br />Roberts then described how the petitions were split into two <br />phases. In the first phase, which was from the south city limit to <br />the north edge of Ocean Ridge subdivision, the response was 62.7%, <br />with some residents not responding, and of those responses 91.3% <br />were in favor of the project.
