TO: Board of County Commissioners <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: February 1, 1991 <br />SUBJECT: Approval of Lease Cancellation with City <br />of Vero Beach for EMS Station <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />During the assumption of emergency medical services by the County in <br />1989, a lease was executed between Indian River County and the City <br />of Vero Beach for the use of certain property as an ambulance <br />station. The property and structure is located at the northwest <br />corner of the intersection of Old Bridge Road and Indian River Drive <br />East (ARA Sandpiper Drive). <br />In accordance with, the six year plan to consolidate and unify the <br />county emergency services, the EMS staff and equipment now located at <br />EMS Station #2 will be relocated to Fire Station #2 effective March <br />11 1991. The relocation will not deviate from the level or quality <br />of service currently being provided nor will it adversely affect the <br />response time since the structures are located in close proximity to <br />each other. A savings will be realized as a result of this action <br />since insurance, maintenance, utilities, telephone, and other <br />recurring expenses will be eliminated from the current EMS station. <br />Since the building will no longer be utilized for emergency EMS <br />service by the county, the IRC Volunteer Ambulance Squad has <br />indicated in the attached letter a desire to utilize the structure <br />for their non -emergency ambulance service. While the IRCVAS Board of <br />Directors understands the county cannot lease the building to them, <br />the agency did request the support of the Board in their endeavor to <br />formalize leasing the structure from the City of Vero Beach. <br />ALTERNATIVES AND ANALYSIS <br />The relocation of EMS Station #2 to Fire Station #2 would have <br />occurred earlier, however, a septic tank problem existed at Fire <br />Station #2 which had to be resolved. This problem has been corrected <br />and the station is now being connected to the City of Vero Beach <br />sewer system. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners approve <br />cancellation of the lease with the City of Vero Beach for EMS Station <br />#2 effective February 28, 1991 and authorize the Chairman to execute <br />the necessary documents. Staff also recommends the Board convey its <br />support to the City of Vero Beach regarding leasing the property to <br />the Indian River County Volunteer Ambulance Squad for use in <br />providing free non -emergency ambulance service to the citizens of <br />Indian River County. <br />33 <br />
