2, F',� " E 0 7 <br />e3 31 <br />Commissioner Bowman advised that the cost to the County for <br />a right -turn deceleration lane from Indian River Boulevard into <br />Fairlane Harbor would be between $6,000 and $7,000. <br />Commissioner Scurlock wondered if approval of this request <br />would set a precedent for residential developments along SR -60, <br />but Director Davis advised that Indian River Boulevard is a <br />county road and SR -60 is a state road which has to go through the <br />DOT criteria. There have been other turn lanes put in along <br />Indian River Boulevard, but they were paid for by the developers, <br />such as Wal-Mart. However, those were new developments that were <br />site planning at the same time that the road was under <br />construction. If the traffic generation warrants it, we usually <br />include the existing facilities into the design of the roadway <br />when the roadway is being built. In the case of Fairlane Harbor, <br />we put in a southbound left -turn lane, but not a northbound right <br />turn lane. Our thinking at that time was that we just didn't <br />feel that the trip generation was that heavy for that particular <br />movement. <br />Commissioner Scurlock noted that they could have used the <br />design criteria of the DOT, but Director Davis explained that at <br />that time DOT didn't have specific criteria for determining <br />whether or not a right -turn lane was required. They have since <br />revised their access management plan and do have more specific <br />criteria included in the plan now. <br />Commissioner Eggert cautioned that if the Board approves <br />this, it should be with the assumption that there is a clear <br />difference between a county road and a state road. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />approved the request for the County to construct a <br />right -turn deceleration lane on Indian River Boulevard <br />at Fairlane Harbor. <br />011 <br />
