RECOMMENDATIONS AND FUNDING <br />Staff recommends that motions be made to: <br />1. Adopt a resolution for assistance under the Florida Inland Navigation District <br />Waterways Assistance Program for Improvements to Round Island Park. <br />2. Adopt a resolution for assistance under the Florida Inland Navigation District <br />Waterways Assistance Program for Jungle Trail Shoreline Stabilization. <br />MOTION made by Commissioner Wheeler to approve <br />the Resolutions as recommended was SECONDED by <br />Commissioner Bowman for discussion. <br />Commissioner Bowman asked Mr. Davis who designed this <br />breakwater. <br />Mr. Davis advised we have estimated the cost, based on what we <br />feel would be reasonable estimates for a breakwater but the <br />breakwater is not completely designed at this time. We will be <br />working with the Army Corps of Engineers and Inland Permitting <br />agency to develop a section that we feel comfortable with and will <br />be effective in actually dissipating the wake from the Intracoastal <br />Waterway traffic. <br />Commissioner Bowman noted there are many alternative designs <br />and she hoped we are going to research this very carefully because <br />there are designs that can incorporate vegetation right into the <br />design. <br />Mr. Davis advised that we have done some revegetation on the <br />west shoreline of the river in accordance with the recommendations <br />of the Corps of Engineers and Florida DNR and we have not had very <br />good success with the plantings because in order to establish a <br />good growth of vegetation we need to dissipate the wake. <br />Commissioner Bowman asked if there is any reason on earth we <br />cannot control the speed of boats through the narrows. <br />Commissioner Scurlock pointed out that it is the Intracoastal <br />Waterway and we do not control it. <br />Chairman Bird asked with the amount of traffic and the <br />narrowness in this area, if we would not be limited to some kind of <br />hard structure, rip -rap, et cetera. <br />Commissioner Bowman continued that the biggest offenders are <br />the "boat jockeys" who bring the boats down in the spring and back <br />up in the fall and they speed through there because they are paid <br />by the trip. <br />Chairman Bird believed as part of the Manatee Protection Plan <br />we did something that would limit speed by limiting the wake. <br />Commissioner Wheeler noted that area is used quite a bit for <br />waterskiing and they don't throw a wake. <br />36 <br />
