ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on the transportation and utilities systems, and <br />any significant adverse impacts on environmental quality. This <br />section will also consider alternatives for development of the <br />site. <br />Compatibility With Existing Services and Facilities <br />The site is located within the County Urban Service Area (USA), an <br />area deemed suited for urban scale development. The comprehensive <br />plan establishes standards for Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage, and Recreation. The adequate <br />provision of these services is necessary to ensure the continued <br />quality of life enjoyed by the community. The comprehensive plan <br />also requires that new development be reviewed to ensure that the <br />minimum acceptable standards for these services and facilities are <br />maintained. <br />- Transportation <br />A review of the traffic impacts that would result from the <br />development of the property indicates that the existing level of <br />service would not be lowered. A typically high traffic generator <br />type of development which could be built on the subject property's <br />2.48 acres in the IL district would generate approximately 140 <br />trips per day. A high traffic generator development on the subject <br />property's .28± acres would generate approximately 16 trips per day <br />in IL zoning district. The actual number of trips would depend on <br />the total square footage and the exact mix of uses. A standard <br />two-lane road can accommodate approximately 13,000 trips per day. <br />Based upon staff analysis, it was determined that Cemetery Road and <br />other roadways serving the project can accommodate the additional <br />trips without decreasing their existing levels of service. <br />- Utilities <br />The site is within the urban service area; however the area is not <br />currently serviced by water and wastewater. At present, capacity <br />for these services is not available for this portion of the county. <br />Since no ERUs for water and wastewater have been reserved as of the <br />present time, the applicant has entered into a developer's <br />agreement with the county which states that the developer agrees to <br />expand county facilities or pay for their expansion to meet the <br />needs of his development. <br />Solid waste service includes pickup by private operators and <br />disposal at the county landfill. The active segment of the <br />landfill has a 5 year capacity, and the landfill has expansion <br />capacity beyond 2010. <br />- Drainage <br />All development is reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of flood <br />plain storage and minimum finished floor elevations. In addition, <br />development proposals will have to meet the discharge requirements <br />of the county Stormwater Management Ordinance. Any development <br />will be required to maintain its pre-existing discharge rate for <br />the design storm. Together, these regulations limit the potential <br />for on-site and off-site flooding and damage.
