West of I-95 (including Fellsmere) there are numerous <br />unpaved roads serving agricultural areas, most of which are <br />not dedicated to the General Public. <br />PROPOSED ALTERNATIVES <br />The following Alternatives are presented: <br />HAIR 5 1991 <br />Alternative No. 1 <br />Retain the present evaluation and criteria system. <br />The present point system appears to be effective, <br />and each request for maintenance is handled on an <br />individual basis. <br />Alternative No. 2 <br />Accept for maintenance the estimated 87.5 miles of <br />unmaintained right-of-way east of I-95. At the <br />present time, Grader Route #7, which serves the <br />Fellsmere area, can complete his assigned grader <br />route within a two week period, whereas the other <br />six graders complete their route within a four-six <br />week period. The Staff would assign a substantial <br />portion of the additional 87.5 miles (45 miles in <br />Vero Lakes Estates) to Route 7 and the other six <br />routes would assume maintenance of the remaining <br />42.5 miles. The impact would be that instead of <br />reducing the number of grader routes from seven to <br />six in the next few years, the Road and Bridge <br />Division would operate seven full routes and the <br />level -of -service would be reduced whereby the <br />four-six week grading frequency level -of -service <br />would be increased to five -seven weeks. The <br />addition of one grader route (Route #8) would have <br />to be reinstituted (this route was eliminated in <br />1988 due to the success of the Petition Paving <br />Program in the South County) to maintain the <br />current four-six week grading frequency. The cost <br />of purchasing a grader (approximately $85,000), <br />staffing an operator ($30,000/year) and operating <br />costs ($10,000/year) would have to be budgeted to <br />add the additional route. In addition, some <br />roadways require substantial tree removal and road <br />construction to bring them to a maintainable <br />condition. Where this is the case, the County <br />could assess this cost to the benefitted owners. <br />One time Fixed Costs and subsequent Annual Costs <br />to add Route #8 are as follows: <br />Initial Year (1991/92) Fixed Costs <br />Purchase one Motor Grader $ 85,000 <br />(if current level -of -service <br />is maintained). Initial costs <br />to improve road condition, clear <br />right-of-way (including Landfill <br />fees), install drainage, etc. so <br />that grading can commence <br />87.5 miles @ $10.00/L.F. _ $4,620,000 <br />Subtotal $5,705,000 <br />Recurring Annual Costs <br />Grader Operator Salary $30,000.00 <br />(including fringe benefits) <br />Fuel, Lubrication, Maintenance $10,000.00 <br />Road Material $50,000.00 <br />$90,000.00 <br />37 LAM r �e� <br />
