MAR 5 1991 <br />BOOK 82 PAGE 833' <br />Alternative No,. 3 <br />Recent discussions with the members of the Vero <br />Lakes Estates Homeowners Association, Road and <br />Drainage Subcommittee, indicate that many of the <br />homeowners support a more aggressive paving <br />program within Vero ,Lakes Estates. Mr. Edmund <br />Ansin still owns many lots (approximately 4,000) <br />in the area and he is opposed to increased <br />assessments. If the County initiates more <br />aggressive paving assessments, Mr. Ansin may sell <br />his lots in Vero Lakes Estates and the area would <br />more rapidly develop prior to water and sewer <br />being available. The poor soils in the area <br />justify a Public Sanitary Sewer System. If a more <br />aggressive paving program is initiated, <br />improvements should only be scheduled for the <br />eastern half of the area and allow the western <br />portion of the subdivision to remain substantially <br />undeveloped. Since Vero Lakes Estates Subdivision <br />contains approximately 500 of the unmaintained <br />road mileage in the County, a controlled <br />management plan for road maintenance within Vero <br />Lakes Estates Subdivision could eliminate the need <br />to add grader Route #8, reduce the impact on Mr. <br />Ansins land holdings in the southwest quadrant of <br />the subdivision, allow a stormwater system to be <br />constructed prior to complete road paving and <br />aggressive development in the area. Alternative <br />No.3 would be to accept for maintenance the <br />approximate 42.5 miles of unmaintained roads east <br />of I-95 with the exception of Vero Lakes Estates, <br />and for the Staff to prepare a phased maintenance <br />plan for the Vero Lakes Estates area since it is <br />uniquely subdivided and developed. This plan <br />would be considered in a future meeting of the <br />Board. For this alternative, the Initial and <br />Recurring Annual Costs are as follows: <br />Initial Year (1991/92) Fixed Costs <br />Road improvements to improve roadway conditions, <br />clear right-of-way (including Landfill fees), <br />install drainage facilities, etc. so that grading <br />can commence <br />42.5 miles @ $10.00/L.F. _ $2,244,000.00 <br />Recurring Annual Costs <br />Road Material $50,000.00 <br />The above alternative would result in a five to <br />seven week grading level -of -service. <br />RECOMMENDATIONS AND FUNDING <br />Staff prefers Alternative No. 1, however, if the Board would <br />prefer to increase road grading in the County, Alternative <br />No. 3 is the recommended action. <br />Public Works Director Jim Davis pointed out the 7 grader <br />routes on a map of the county, noting that route #6 is entirely <br />Vero Lake Estates and route 7 is in the Fellsmere area, which <br />includes Blue Cypress Lake. <br />38 <br />
